Interim IT Systems Commercial/Procurement Manager Rate: 400 – 500 a day (umbrella) Location: London/Hybrid
A Central London Local Authority is seeking an Interim Commercial/Procurement Manager with a strong background in IT systems procurement. This role is ideal for a professional experienced in running procurements for IT systems, with specific expertise using G-Cloud and/or managing procurements within the Corporate Property area (e.g., minor works). Role Expectations: Key Responsibilities:
Design and manage quotations/tenders to successful conclusions.
Deliver required service and commercial outcomes within agreed timescales.
Enhance the reputation of the Procurement Service and the Council as knowledgeable and astute commercial operators.
Mitigate risk and ensure compliance with local policies and standards.
Engage in continuous professional development.
Specific Duties:
Lead high-value/high-risk tenders through all stages of the process from initiation (Gate 0) to contract mobilisation (Gate 4).
Provide pragmatic and informed advice to commissioners or budget holders throughout the process.
Use sector knowledge, expertise, and desktop research to understand the product or service involved.
Collaborate with legal and other subject matter experts to develop contract forms, special terms and conditions, and KPIs.
Prepare a procurement strategy detailing findings and recommended approaches.
Secure efficiency and other operational improvements from your work.
Ensure sustainability and social value are integrated into the tender process.
Develop evaluation models to achieve desired outcomes and best value for money.
Ensure compliance with all legal and Council requirements and policies.
Support the contract mobilisation prior to handover at Gate 4.
Attend project board meetings as required.
Ensure effective communication and engagement with stakeholders and partners, including external suppliers.
Assess and manage risks associated with each activity, including evaluating the financial robustness of bidders during the tendering process and post-award.
Stay informed of relevant policy, best practices, and legislative changes.
Manage tenders using the E-Procurement tools utilised by the council and contribute to their further development.
Develop approaches to ensure a competitive environment for procurements undertaken.
General Responsibilities:
Lead delivery of high value/more complex or innovative tenders, often exceeding existing EU thresholds.
Demonstrate commercial awareness and technical expertise across a wide range of services or works.
Build strong working relationships with stakeholders at all levels, including commissioners, senior managers, budget holders, and other specialists involved in the tender process through to contract award.
